"Many countries have still not ratified Resolution 502 and the necessary countries agreeing are still not achieved. We now understand the US Department of Transportation (DOT) is likely to reject the submission and may contemplate legal proceedings against IATA under the existing anti-trust law in the US. Should this materialize , it is highly unlikely that the rest of the world will follow suit in accepting the Resolution 502 submission.
Therefore , Resolution 502 is pending and the US government will discuss the submission only after receiving from IATA written explanations on questions raised. It is unlikely that DOT and the Department of Justice will discuss the submission this year. That means that Resolution 502 will not enter into force on October 1 , 2003 and will be deferred indefinitely."
